写了个 Codex 前置网络检测插件，开源

每次跑 codex 前自动检查三项：

• DNS 解析、
• 出口 IP 是否在封锁地区（ CN/RU/IR 等）、
• TCP 连通性含延迟和丢包率。

结果 🟢🟡🔴 一目了然，黄红两档会提示 Continue / Retry / Quit 让你决定要不要继续。

cd verify-networking-plugin && ./install.sh

装完之后对 codex 命令完全透明，不影响正常使用。
